Kansas Legislature Overrides Governor Kelly’s Veto of Bill Ending Grace Period for Mailed in Ballots

TOPEKA, Kan. — The Kansas Legislature Tuesday voted to override Governor Laura Kelly’s veto of Kansas Senate Bill 4 that ends the grace period for mail ballots to be received requiring all advance ballots to be in to the county clerk or election officer by 7 p.m. Election Day.

The vote in the Senate, where the bill originated, was 30-10, three more than the required two thirds majority. In the house, where on original passage it was four votes short of the two thirds mark with six Legislators absent, the vote was 84-41; exactly the vote required.

On Monday, Governor Kelly vetoed the bill, stating that the grace period put in place in 2017 by the Kansas Legislature was done to address mail processing issues, especially in rural Kansas.
