Lyons City Council Notes: Quote Accepted for Swimming Pool Repaint

LYONS, Kan. – Following a tour of the Lyons Swimming Pool, which began their meeting, the Lyons City Council Monday evening accepted a $53,250 quote from Ashton Kate Construction LLC of Wamego for the painting of the pool. The project will include sandblasting and washing all surfaces, crack sealing, and painting trim work around the pool. It comes with a three-year warranty against flaking or peeling.

During the tour, Larry Arlan, and Park Superintendent Matt Detmer, reviewed for the Council the current condition of the pool, which has many issues with peeling paint. Arlan said the current paint job is original to when the present pool was constructed some ten years ago, and current recommendations are to re-paint every five years. A special paint is used in this application, and the plan is to do this work in the fall after this summer’s pool season.

Re-Zoning

The Council denied a request to re-zone a property at 1001 West Main from highway service to light industrial. This involves a trailer manufacturing business that is currently operating without proper zoning and is not in compliance with Kansas Clean Air Act standards. The Planning Commission had voted 5-1 against the proposal following a public hearing on January 19th.

Approval was given to a second Planning Commission recommendation to extend a no-parking area on Workman Street to the east of Park Elementary School. Police Chief Justin Holliday outlined safety issues in that area during school drop-off and pick-up times and said the painting should be sufficient.

Lyons-Rice County Airport

Rice County Commissioner Terry David gave the Council an update on discussions for a new contract with A+ Aviation to serve as fixed base operator for Lyons-Rice County Airport. A+ wants an increase in the FBO contract monthly fee from the present $1200 to $4200, and an extension of the contract from three years to five years. The current agreement expires at the end of March.

David said that while he is supportive of that, Commissioner Derek McCloud is opposed to any extension while the position of Chairman Clay Thomas is unclear. The Council’s consensus is to do whatever is needed to keep A+, a division of Goodland-based Frontier Ag, as the FBO. That could include action by the council to approve the proposed new agreement at the next meeting.

Traffic Signal Wiring

The Council approved the replacement of wiring and associated equipment for the traffic signals at the intersection of West Main and East Avenue. The project, including the replacement of the light pole at the northeast corner of the intersection, comes with a price tag of just under $65,000.

CCLIP Project

Approval was given to a construction inspection agreement with Schwab-Eaton for the upcoming CCLIP project on West Main or US 56 from Sherman Street to Century Road. Cost of the contract is estimated at $49,000, which could vary depending on actual hours spent on the project and related expenses.
